We need to start at the bottom. We need to teach young girls to stop having babies. Babies having babies. We reward people with a lifestyle of having children that they can't afford to take care of. This is what their mothers (grandmothers) have learned and have passed it on to their children. Public aid was never started to be a lifestyle. It was a helping hand when you needed it. The more children you have ,the more money you receive. When a 10 year old child is in a gang,he is being groomed to live a horrible life. The gangs don't care if he gets killed or arrested.They just get another unattended child and start over. Where are his parents? We the people have done this. Until parents take responsibility for their children and we start to help young people learn different,this will never end. I am not saying that you can't have children, but if a young girl has a baby,let the government help her for the next 5 years. In that time she is to finish school,(high school, College) the baby will go to daycare. She will receive assistance for housing ,food and living expenses.In 5 years ,the child will be ready for full time school, mom will have finished school and will get a 40 hour a week job. Teach her a different lifestyle. Now the catch? She can not have anymore children for the next 5 years. We the people will pay for only 1 child. After 5 years, she will still be able to have children,but the government will not be supporting her choices. Just an Idea. Lots of other things need to happen to stop this madness. We are all crying to much. Way to much sadness in this world. One more thing. Teach boys that making a baby comes with lots of responsibility.
