I am a life long fan of Ghost in the Shell. I first saw the 1995 movie back in 1998 when i rented it with my mom's approval from Video World, Blockbuster video was not in our area yet.
As such, I have seen every iteration of Ghost in the Shell, from reading the Manga to Arise and even the Live Action. Ghost in the Shell SAC_2045 is the continuation of Stand Alone Complex as the banner bearer of Ghost in the Shell.
Now, I can understand some may not like the animation, which is odd because character design is more in common with the manga. Here is something people need to understand. The 1995 movie was completely divergent from the source material. I mean the Major in the manga is your standard Bubble Era cutesy type that had an offscreen boyfriend and all her sex scenes are with women because the creator did not like drawing nude men.
The 1995 movie took one of the Manga arcs, the Puppet master, and turned it from a semi serious story, to an extremely serious Sci-fi Epic that was more akin to Bladerunner than the Manga. This is why back in the late 90s early 2000s the video games for Ghost in the Shell sported a cutesy bubble era Major and the funny Tachikomas that were not in the 95 movie.
In the 2000s Stand Alone Complex came out and it changed everything. The series took elements of the 95 movie and blended it with the manga to create a new series. SAC_2045 is a continuation of this as it follows the major from SAC.
Kenji Kamiyama and Shinji Aramaki's style of telling a Ghost in the Shell may off put American critics and some viewers as they opt for slow paced story where the viewers know as little as the characters. Normally it takes at least half of the season for the arc's plot to truly reveal itself.
With that said, Sac 2045 introduces us to the major 15 years after the Standalone Complex. The story starts with the Major and her team is working for an America Security firm that provides security to the wealthier areas of LA.
Sac_2045 allows us to see the American Empire, who has made Japan into a client state. The American Empire was introduced in Episode 10 of the first Season of Standalone complex. The American Empire is the Remnants of the US after WW3. The USA had split into two nations along the Civil War geographical lines. The American Empire possesses all the states that were in the confederacy and California. The split left the American Empire in economic ruin and drew America and Japan closer together.
SAC_2045 is set up 15 years after SAC and we are introduced to a world where the American Empire, a military powerhouse, was able to reconfigure the world economy to revolve around War. This focus on making War a main focus of the world economy became a profitable industry that was stable at first. This new focus is reffered to as "sustainable war" and saw the big for use regional conflicts to enrich themselves, however, all good things must come to an end.
By 2045 an unknown actor/actors crashed the global markets, wiped out cryptocurrencies, and the "sustainable war" turned into armed civil wars in many nations. The American Empire itself is a war torn waste land where its government abandoned its populace while providing Military and Mercenary protection to its richest civilians. The American Empire is a land where the Rich live in walled off and fortified communities while the rest of the civilians are left to fend for themselves.
