Playing this on PC. It's already miles better than NFS 2015 or Payback. I really enjoyed Rivals even with a 30 fps cap and stuff. It reminds me of Hot Pursuit 2, Underground and Rivals mixed together. Everything is simple and straight forward, which is exactly what I want. No BS story getting in the way, just a garage, dealer, gas stations (for repair) and you literally pick "day" or "night" for where and how you want to play. You can free roam, or just do races. You can literally buy and customize anything, with no stupid randomness or loot boxes. Every dollar and rank is meaningful because you can use it on whatever you like. Cars are gorgeous, it feels fast, cops are relentless... I love it! I do wish you could fight back against the cops with some tools like EMP or something, but it works well enough for now. Definitely makes them feel tough and scary.
