Annandale is a damn good writer, but even he can't salvage this plot. Why Damnation was ever written is beyond me. The plot is entirely predictable, lacking any sort of tension. The events just take place without any reason, except perhaps to break the monotony of the characters' navel gazing. It does absolutely nothing to advance the plot of the Heresy books, and provides no further insight into the Shattered Legions that hasn't been covered much better in other books.
The action is bland and repetitive, and the characters are flat and uninteresting. Skip this one.
