Yawn. Colanders can hold more water than these plots. Instead of having these "top secret" prisoner movements, how about next time the "FBI" take the criminals, book them an uber, and let them travel that way. The uber driver is much more likely to be able to deliver the passenger, if their 5 star rating is at risk.
