While control of strategic weapons and continuity of government operations are probably not up to the task of responding to a major strike, this movie is a bit farcical. There's one inbound weapon, maybe. No one, no matter how rabid, is going to talking full retaliation. There are some good scenes, some good performances, but the disjointed scenes and repetitive dialog are art film nuances lost in a deadly serious subject. For serious students of COG and nuclear warfare, read RAVEN ROCK by Garrett Groff and COMMAND AND CONTROL by Eric Schlosser, respectively. This isn't even really good drama, but there are a couple of actors who bring a little gravitas to their roles. Without those, I'd drop it to one star.
