I love the developer's prior works but this is, at best, an average game largely due to whatever reason it was that made them release it before it was done. Gameplay started out very shallow, although they have been trying to add what amounts to more busywork to do aside from story missions (which really do not take long to get through). The city is pretty, for the most part, traffic and pedestrians are there to just make it look busy - no complicated AI is controlling any of it leaving you with situations where traffic piles up behind the 2 inches of your fender that is "blocking" a street which the game fixes by "disappearing" the cars when you look away. The police were poorly implemented and are just there to be annoying without adding any satisfying challenge to the game - patches have only partially improved upon it but don't expect AI capable of an actual chase anytime soon. So the pretty city is sort of shallow. I stopped my first run about 3/4's through it because of the bugs and boredom, then tried another run after a couple of patches until I hit the showstopper Jackie does not appear bug in the Pickup mission (after it was supposedly fixed). At this point I don't feel like wasting my time on another restart only to hit another bug so will wait for some major improvements rather than the hundreds of band-aids they are applying each patch that still do not resolve the many issues and omissions that remain.
