Of the cast the only character who undergoes any major character development is Jelena, however this character development is established early on as an internal trend both in her opening dialog and in her interactions with red guardian in the beginning of the film. Considering that all her culmination of being more selfless and extending herself beyond pragmatic self preservation comes.as a consequence of the villains powers and unstoppable nature this.stifles even her own development and makes her a secondary agent in her own evolution. As it stands you could.argue she hasn't changed much at all, rather the circumstances and actions needed for her to preserve herself culminated in her core nature bringing a different outcome.
As.for the other.characters their flashbacks are only secondarily shown through interactions with the villains power and even then only briefly. Ghost is given no significant dialog or character defining moments that indicate any change.
Of the cast the most lovable character would be red guardian--alas his.character is entirely static throughout.

While I won't detail the combat sequences the ending involves the villain proclaiming the cast as the new Avengers as an abrupt shock which While initially interesting doesn't hold up to.scrutiny. The cast has done nothing to indicate any competence in regards to the general public. The ambiguity of the threat and the fights therein serve to exonerate the villain and thus cannot be used to suitably demonstrate much on behalf of the heroes. In fact most of their victory toke place in another dimension with no witnesses. The public saw them save a less than 10 civilians, but that's it.
Furthermore the decision to blackmail the villain and accept the their new title demonstrates a lack of deeper morality that might have characterized the old Avengers, but more importantly is inconsistent for all members of the cast. Is bucky Barnes the politician and hero okay with this woman remaining free after human experimentation and mass criminal experimentation and murder? It's a good thing the credits roll before any dialog explores any of this.
