This is a complete miss.
First,a real topic needs a realistic depiction, that too a story about a terrorist attack. A story set in Bangladesh, with mostly bangla speakers ,yet everyone conveniently speak in Hindi. It's fine for us in India , but how about people from Bangladesh watching a movie set in their country. It's similar to old Bollywood films where everyone in say Australia speak in Hindi.
Second, they could have shown how these young college goers turned to the dark side and became terrorists. They could have delved into their past. Their agenda was not explained. Who was Ranjeet , goes unexplained.
Third, the protagonist on whom the movie has been named hasn't been explored at all. His thoughts, the friends he was saving just became a part of the crowd. We heard just a few dialogues out of him and that's it.
Propaganda or not , its a movie made half heartedly, where the good actors efforts go completely waste.
