The entire concept behind this game was to give us the Piracy of Assassin's Creed IV: Black Flag, without the Assassin's Creed elements. All Ubisoft Singapore had to do was copy the code from Black Flag for naval and ground combat, and release it.
When faced with criticism, the Director of Ubi Singapore lied to audience and claimed this was a "AAAA" game, a classification which does not exist, meaning he's saying the game is so good, it's in a league of it's own. He is the only person on Earth who thinks that. In typical East Asian style, he can't handle criticism.
Instead, they took more than 10 years creating their own water and ships, which do not turn or move realistically in any way, unlike Black Flag.
The graphics are a downgrade from Black Flag. All cutscenes are you just... standing there... mute.
You're a silent protagonist rather than having voice lines, which is the laziest way of doing things, fully voiced protagonists in a game, even with hundreds if not thousands of hours of voiced lines, has been the norm is gaming since Mass Effect was released and gave voice to our decisions.
The "starter area" near the Pirate base is well designed, but it's poorly located. If you attempt to head East from that island, you die to ship vastly superior. It's incredibly poor design to put a starter area next to a high level area.
