An absolutely devastating story of how the abject failure of a state bureaucracy meant to prevent child abuse, actually promoted it. This documentary is very well done, but not for the faint of heart. I could only watch it an episode at a time without feeling overwhelmed. Everyone in public service needs to watch this.
