It shows the just now still un corrupted honesty and belief in the laws of a young female police officer. Believing in the law seems to be a very weak way of convincing sleepy bureaucratiqe institutions to make decisions which could a) help to avoid catastrophes like such a catastrophically severe flood in the first place. Do we really need a whole generation of men, only one female character in a highly respected position seem even more convinced of the necessity ready or forced into bending the law while hoping to get a better reaction to what they need to avoid the flood? b) how is the young female officer able to continue to believe in the laws when nearly everybody in her surrounding try’s to convince her that there is no other way out?
Very interesting concept, while the story seems very much fabricated. But who knows…
