In my opinion Judge Milian the Judge was wrong to give the verdict to the plaintiffs in the case where the lady pulled over the parking block and when backing up pulled her bumper out. The lady had to pull over the block, she agreed. The rebar could already be 6 inches up and the damage could of happened both the going over and backing up. The parking blocks are to guide the car not to hit it. The judge appeared too me to make the case that she was not driving fast enough to make the rebar come up. It does not matter how high the rebar sticks up. The rebar is to hold the block still which the plaintiffs photos showed. The problem causing the damage to the plaintiffs vehicle was in my opinion , the driver was not paying attention while driving over the block. In a Chrysler 300 it is too low to the ground to force it over the block without causing damage no matter if rebar is sticking up or not.
