Disappointing. Underdeveloped characters, an unbearable protagonist, repetitive chapters, and worst of all, no ending.
Some bones of a good-but-not-great book here with the intriguing planet, its inhabitants, its design, and its purpose which leads to a lot of "what is it/what does it do/why?" which the book 100% fails to answer any of.
But the majority of the story is a bore and any redeeming qualities Fractal Noise may have are thrown out with the final period of the book when you turn the page and find the appendix.
