Highly opinionated and in places very entertaining, but (as he himself admits) Orwell doesn't stick to his own 'rules'; they can't really be 'rules' as they are too vaguely-worded. How is one to decide whether a particular sentence one has written is 'barbaric' if Orwell doesn't give us criteria for deciding this?
In the tradition of other prescriptivist nonsense such as Amis's even more annoying 'The King's English' and many others before and since. At least this is quite short.
