Good for its time. Sort of a plot recycle of the mummy movies from the same era. Boris Karlof is the mad doctor, who, after the thaw wants to punish those who discredited him and drove him to exile. Not too far from the mummy who is resurrected to seek revenge and find his ancient honey. There were many twists on that theme. This is like a mash-up of that theme. Enjoyable, and entertaining.
