I feel like it was a disservice to the game to launch for ps4 and xbone since it's clearly a next gen title. Once the dust settles and people get their hands on 30 series cards, the reviews will go back up. 30 hours in and so far this game is nothing short of a masterpiece in so many ways. Almost all the negative reviews have to do with hardware issues or small nitpicked bugs that they're making out to be way more serious than they are. If you're into the cyberpunk theme, and enjoy the looter/rpg aspects of fallout, then CDPR made this wonderful game for you.
