Star Trek Picard may be technically set in the 'prime' universe... but it is also a bridge to the Kelvin Timeline...
This is The Next Generation timeline.. and as most fans are aware events in alternative timelines can alter the TNG universe... like is the case of Commander Sela... daughter of Tasha Yar... who died in the 'prime' universe... but was born around the time of Sela's conception... but to a Tasha Yar from an alternate timeline... who ended up in the past of the 'prime' universe... after the Enterprise C jumped through time into an alternative universe where Tasha Yar hadn't died because The Enterprise C had vanished... resulting in a war with the Klingons and the Enterprise D being built for war, not exploration.
This is just one example of the events of the TNG prime universe being affected by the impact of the unintended consequences of time travel on the prime universe.
...so, when it comes to what is 'cannon' anything is possible.
Face it, it is a TV show and 'cannon' is just whatever they decide it is.
...this is a spinoff of a series that spawned multiple spinoff's that were all spinoff's of another show created over half a century ago.
It is what it is...
That being said... what we have is the story of Picard that could easily be recognized by anyone that saw the final episode of The Next Generation... All Good Things... as his story.
...but this series is shot with the look and feel of a feature film.
Many of the things that may not look right are largely due to this and not that an effort has been made to change the look of Picard's universe from that of the Next Generation.

Patrick Stewart does not miss a beat... if you love him in TNG you will feel like your with an old friend heading into what could be his final adventure... one that could see the end of what we've known of as Star Fleet... or could put it back on its original path. "...to explore strange new worlds, to seek out new life and new civilization, to boldly go where no one has gone before…"
