The emperor is back baby and it tells you this in the opening credits never tells you how he came back just that he's back and he's wanting to kill everyone again ... With what army you ask .. he literally pulls it out of his ass actually no the force makes a army for him and it does tell why and how he's back C3PO had the emperors brain within him the whole time. :D
