The current story about baby Teddy is horrific and once again it highlights inadequacies in social care generally when neighbours repeatedly contact police with concerns and yet children continue to be harmed.
Those in top positions need to look at assessments undertaken when these calls come in as quite clearly these children aren't assessed properly and monsters like them will keep on getting away with it
